Kevin H. Scott

Kevin Scott is President of KH Scott & Associates LLC. Kevin has over 35 years of experience in code development and code application.

Kevin previously worked for the International Code Council, where he was a Senior Regional Manager and served as liaison for the western United States and worked with code officials, manufacturers, engineers, architects, designers and contractors in Alaska, Arizona, California, Colorado, Hawaii, Nevada and Oregon.

Prior to the International Code Council, he spent 30 years with the Kern County Fire Department, California. Kevin had worked in the Fire Prevention Office for 22 years in various capacities, serving as Fire Marshal from 2001 to 2005. As Deputy Chief, he supervised the Fire Marshal and all fire prevention activities for all of the 8,100 square miles of Kern County including 8 incorporated cities.

Kevin has extensive experience in the development of fire safety, building safety and hazardous materials regulations. Kevin has actively worked for over two dozen years in the development of fire code, building code and fire safety regulations at the local, state and national levels.

TECHNICAL ACTIVITIES

  • California Code Interface Committee – Secretariat: 2011-2012. This committee was a joint effort between the Southern CA Fire Prevention Officers Association, Northern CA FirePrevention Officers Association and the California State Fire Marshal’s Office. The mission was to compile the multitude of regulations affecting construction in the Wildland-Urban Interface in California and provide a comparison of the similarities and differences.

  • Task Group 400 – Secretariat: 2010-2011. This committee was a joint effort between the Southern CA Fire Prevention Officers Association, Northern CA Fire Prevention Officers Association and the California State Fire Marshal’s Office. The Task Group produced the“Report to the California State Fire Marshal on Exit Access Travel Distance of 400 Feet”which led to changes to California State Code and changes to the International Building and Fire Codes.

  • Hydrogen Gas Ad Hoc Committee – Vice Chairman: 2003-2005. This committee is a joint effort between the US Department of Energy, the National Renewable Energy Lab and the International Code Council. The mission is to research the developing technologies for hydrogen gas and develop regulations and provisions for the safe handling and use of hydrogen.

  • Fire Council for Underwriter’s Laboratories: 1999-2012. This council provides review and guidance for development of fire tests and test standards conducted at Underwriter’sLaboratories, Inc.

  • Standards Technical Panel for Underwriter’s Laboratories: 2005-present. The Standards Technical Panels provide evaluation and review of amendments and revisions to the various UL Standards.

  • International Fire Code, Code Development Committee – Chairperson: 1998-2004. This committee is responsible for hearing and voting on submitted code change proposals for revisions to the International Fire Code.

  • International Fire Code, Interpretations Committee: 2001-2006. This committee is responsible for researching code questions and providing interpretations of the International Fire Code.

  • Technical Advisory Committee for Retail Sales of Fireworks: 2004-2007. This committee conducted research and testing to develop adequate protection criteria for storage and sale of consumer fireworks.

  • Fire Prevention Committee of the California State Firefighters Association: 2004-present. This committee is responsible for reviewing state and national regulations and developing criteria for fire prevention and hazard mitigation. This committee also provides input to the California Fire Chiefs Association regarding new or proposed fire and life safety regulations.

  • California Code 2000 Partnership, Representing California Fire Chief’s Association: 1998-2000. This mission of this committee was to determine which building and fire codes would be used in the State of California for the Year 2000 Editions.

  • Prescriptive Drafting Committee for the International Fire Code, Code Development Committee: 1997-2000. This committee was responsible for creating the first draft of the International Fire Code. Work resulted in the publication of the 2000 International Fire Code.

  • Uniform Fire Code, Code Development Committee – Vice Chairperson: 1995-1999. This committee is responsible for hearing and voting on submitted code change proposals for revisions to the Uniform Fire Code.

  • Uniform Fire Code Committee, California Fire Chiefs’ Association – Chairperson: 1992- 1995. This committee is responsible for submitting and monitoring code changes to the fireand building codes, and representing the California Fire Chiefs’ Association at the code change hearings.

  • Technical Advisory Committee on Retail Storage of Group ‘A’ Plastic Commodities: 1993-1996. The mission of this committee is to research and test new technologies for suppression of fires involving high-challenge plastic materials.

    SPECIAL ACTIVITIES

  • International Code Council – Board of Directors: 2004-2006. This is a model code writing organization with over 50,000 members. Membership consists of fire officials, building officials, industry and manufacturers from across the nation interested in fire and building code development activities.

  • International Association of Fire Chiefs, Fire and Life Safety Section – Board of Directors: 2005-2007. This Board provides leadership and vision for chief fire officers and managers in an effort to reduce the risk of injury, loss of life and property loss in their communities through effective fire prevention efforts.

  • ICC Building Code Council: 2003-2004. This council oversees the code development process for the International Building Code and provides recommendations to the ICC Board of Directors.

  • International Fire Code Institute – Chairman of the Board: 2001-2003. This organization represents fire service members from across the nation in fire and building code development activities. Served as Chairman until the organization and membership was consolidated into the International Code Council.

  • California Fire Chiefs Association, Southern Section Fire Prevention Officers Board of Directors: 2002-2006. This Board oversees the operation of the Fire Prevention Officers Organization for Southern California.

  • International Building Code Council – Board of Directors: 2003-2004. This Council oversaw the operation and function of the code development process for the International Building Code.

  • Kern Fire Prevention Officers Association, Founding Member: 2003-2006. This association was formed to provide networking and consistency in code application and enforcement in a California county that covered 8,100 square miles.
